According to it's web site, waste industry leader Lea Land Inc. of Oklahoma affirms that the following ten criteria are essential in the proper design of a modern landfill:

1. Easily accessible to transportation, both by truck and rail. |
1. US Route 60 is a slender, miserable road with little room for error, and no breakdown lanes. |

2. Low population density. |
2. The population of the proposed site is of a high density |

3. Low alternative land value. |
3. The land values at the site are not considered low. |

4. In poorly permeable, high-clay soils. |
4. The public was not provided with test results, therefore we simply don't know, however, we have disproven the effectiveness of clay liners. |

5. In flat terrain. |
5. The proposed site is hilly, anything BUT flat. |

6. Never in fractured bedrock. |
6. The area is of fractured granite and limestone, like most of the county. |

7. Well away from drinking water wells and floodwater plains. |
7. All of the homes in the Eastern End of Cumberland use well water. |

8. Should be lined with an impermeable liner. |

9. Low rainfall and high evaporation. |
